Shutter speed controls how long the camera sensor is exposed to light. A fast shutter speed can freeze the moment on the spot. On the other hand a slow shutter speed can create motion blur; whichcan be used to highlight the dynamic motion or smoothen out water surfaces.
The slower the shutter speed, the more light the sensor can capture, allowing for a brighter image without increasing the ISO
